Covernment support program for light industry in 2013.

Novo-Ogarevo, January, 14th /Business-TASS/. Department of Trade and Industry offers to develop a so-called system of outlets in Russia – trade centers that sell only domestic products. As Denis Manturov, the head of the Department, reported to president Vladimir Putin, this is one of the activities the Government is to undertake in order to support domestic light industry in terms of WTO.

According to Manturov, the trading system should be improved among others through the outlets where only domestic goods would be sold at reasonable prices including such well-known trade marks as Judashkin and Zaitsev. The head of the Department stressed that it is necessary to increase the share of domestic products in the stores and mentioned that the percentage of domestic products in the domestic market is now quite low. The Department is working out the list of activities that are to provide domestic products in the stores, - said Manturov. As an example he mentioned that the code of conduct had been signed between foodstuffs producers and distribution networks. The head of the Department is sure that this activity is worthwhile. 

As Manturov said, government order can help to support the light industry in terms of WTO. The Minister remained about the Governmental Act that makes it obligatory for security, defence and law enforcement agencies to use domestic products in first place. “If a decision to make school uniform obligatory for all Russian schools is taken, it will also be indirect support for light industry”.

Vladimir Putin notified about the necessity to think over the “legally-built-up chain” for organizing this kind of purchasing activity in different regions of Russia.

Manturov, by-turn, expressed his confidence that creating clusters that will supply such raw materials as cotton and wool to producers will also help light industry. He informed that this year a project of a wool cluster will start its work in North Caucasus region, and in 2012 there was held an experiment of growing cotton in Astrakhan region. He showed the President the samples of fabric made of this cotton. 

According to Manturov “light industry is the most sensible in terms of WTO”, all the more as about 400 thousand people are involved in it, with 75% women. The Head of the Department mentioned that according to governmental program for 2013 investment for light industry is planned 3 times higher comparing to 2012. The cash flow is to be invested into domestic product promotion. Manturov mentioned that there are many foreign investors interested in Russian light industry, especially those who are using high tech equipment to become leaders in the market. Among others the Minister mentioned companies “Paris commune” and “Russian Leather”.
